The purpose of this report is to present the evidence gathered concerning conditions within Norwich's private rented sector and the proposed Additional and Selective Licensing schemes under the Housing Act 2004. The report provides Regulatory Committee with an opportunity to review the proposed approach and provide comments prior to the commencement of consultation.
