To approve the accuracy of the minutes of the meetings held on 29 September 2015 and 7 October 2015.
Purpose - To update cabinet on the provisional financial position as at 30 September 2015, the forecast outturn for the year 2015-16, and the consequent forecast of the General Fund and Housing Revenue Account balances.
Purpose - To update cabinet on the financial position of the capital programmes as at 30 September 2015 and capital budget virements and seek approval for an adjustment to the 2015-16 capital programme.
Purpose - To seek approval for the adoption of the greater Norwich homelessness strategy 2015-20
Purpose - To consider proposals to progress the council’s work to reduce social, economic and health inequality in the city and to consider a proposal for a geographic focus in Lakenham.

Key decisions
A ‘key decision’ means a decision which is likely to either –
(a) result in the council incurring expenditure which is, or making savings which are, significant in relation to the council’s total budget for the service or function to which the decision relates (for these purposes the presumption is that “significant” means any sum exceeding whichever is greater of the thresholds established by the European public contracts directive 2004/18/EC for local government in respect of contracts for supplies or services), or;
(b) be significant in terms of its effects on communities living or working in an area comprising two or more wards or electoral divisions in the Norwich city area.
