    Purpose - The Ministry of Housing, Communities and Local Government (MHCLG) wrote to all Norfolk Leaders on 5 February 2025 inviting them to work with other council leaders in the area to develop a proposal for Local Government Reorganisation (LGR).This report sets out the work that has been undetaken, the recommendations that work for three unitary councils for Norfolk, work undertaken to set out the case for a Norwich unitary on urban boundaries and requests that Council recommends to Cabinet the submission of the relevant documents to Government to fulfil their request for interim plans by 21 March 2025.
